Job Overview
Position Summary
The Monitoring and Evaluation (M&E) Assistant will provide critical support to the M&E Advisor in the execution of monitoring and evaluation activities for the Early Detection of Breast Cancer Program across the Morogoro, Mtwara, Zanzibar, Mwanza, and Tanga regions. Reporting to the M&E Advisor, this role involves assisting with data collection, analysis, reporting, and ensuring the timely dissemination of data on breast cancer screening, diagnosis, and referrals. The M&E Assistant will collaborate with healthcare providers, supporting them in accurate data collection and mentoring them to maintain high data quality standards for the sustainable improvement of the program.

This position will also support outreach services in collaboration with regional health teams (R/CHMTs), coordinate district and facility data verification visits, and monitor program performance to ensure that key targets related to breast cancer detection and treatment are met. The role will involve direct support in data tracking and the verification of breast cancer screening, diagnosis, and referral activities using both paper and electronic systems such as DHIS2.
The M&E Assistant will also support the preparation of quarterly and annual reports, assist with capacity building efforts, and ensure adherence to data quality standards in line with Ministry of Health (MOH) guidelines.

Key Responsibilities
1. Data Collection and Reporting:
– Support in the collection, verification, and entry of data related to Clinical Breast Examination (CBE), diagnostic, and referral services.
– Ensure accurate capture and reporting of screening, diagnosis, and referral data via paper-based systems and DHIS2.
– Monitor the timely submission of data from health facilities to ensure compliance with reporting schedules.
– Provide feedback to health facility staff to ensure completeness and quality of data.
2. Data Quality Assurance:
– Conduct routine data quality assessments (DQAs) to ensure data consistency, accuracy, and completeness across project sites.
– Assist in resolving data inconsistencies in DHIS2 and other reporting systems.
– Support the development and implementation of data quality improvement plans at health facilities.
3. Monitoring Program Performance:
– Assist in tracking and reporting key performance indicators (KPIs), including screening rates, diagnostic services, and treatment adherence.
– Collect and report data on the stage of cancer diagnosis and the referral process.
– Contribute to monthly and quarterly reports for internal and donor stakeholders.
4. Capacity Building and Mentorship:
– Support health facility staff in the collection, reporting, and utilization of data for decision-making.
– Provide on-the-job mentoring to staff in data collection and management, especially for CBE activities.
– Assist in organizing training sessions on data collection tools and reporting systems like DHIS2.
5. Outreach and Community Engagement Monitoring
– Track and monitor outreach activities to ensure data on community sensitization, screenings, and referrals are accurately collected.
– Collect feedback from outreach events to refine demand-generation strategies for breast cancer screening services.
6. Documentation and Knowledge Sharing:
– Maintain thorough documentation of M&E activities, including DQA reports, monitoring checklists, and program evaluations.
– Contribute to the development of success stories, lessons learned, and knowledge-sharing materials.
– Facilitate capacity-building activities related to data management for both CBE and immunization programs.
7. Program Implementation Support:
– Contribute to the strategic implementation of program activities, ensuring alignment with Ministry of Health (MOH) and PORALG guidelines.
– Assist in participant registration and JDR payment processes.
– Perform other duties as assigned by the supervisor to achieve program objectives.
Required Qualifications
Education:
Bachelor’s degree in public health, statistics, social sciences, monitoring & evaluation, or a related field.
Experience:
Minimum of 2-3 years of experience in monitoring and evaluation, data collection, or a related field in the health sector.
Skills:
– Proficiency in data management tools (MS Excel, DHIS2, KoboToolbox, Power BI).
– Strong data analysis skills, with attention to data quality.
– Knowledge of M&E methodologies and data quality assessments.
– Excellent written and verbal communication skills.
– Strong organizational skills with the ability to manage multiple tasks.
– Ability to mentor health staff in data collection and management.
Preferred Qualifications
– Experience with donor-funded health programs.
– Experience in the implementation of breast cancer early detection services is a significant advantage.
